Cato Institute Chairman Robert A. Levy traces the erosion of the Constitution’s original intent.
Levy is chairman of the board of directors at the Cato Institute, a libertarian think tank in Washington, D.C., which he joined as senior fellow in constitutional studies in 1997 after 25 years in business.
